What is this valve for?
It shuts off and opens the water at the machine inlet fast. A quarter-turn makes it fully open or closed, handy for servicing without closing the whole mains.
Is one end male and the other female?
Yes, the connection is male-female (1/4″), to fit into the middle of the line without an extra union.
What are the service limits?

What if the handle gets stiff?
In hard water, scale builds up inside; if the turn becomes stiff, replacing it is better than forcing it.
